A welt is stitched between the upper and the sole, which is what lets a cobbler replace the sole without touching the boot you broke in.
Why the welt matters
Goodyear welt construction stitches the upper, the welt and the sole together instead of gluing them. When the tread wears through, a cobbler cuts the stitches, not the boot.
